Taike and Kavi prepare for merger

The National Audiovisual Institute (KAVI) and the Arts Promotion Centre Finland (Taike) are preparing to merge to form a new agency as of the beginning of 2026. The change is part of the Education and Culture Administration 2030 reform project.

According to the Ministry of Education and Culture Strategy 2030, the Ministry will take responsibility for securing the foundations of culture and education in society together with five agencies.

In the new administrative structure, the Arts Promotion Centre Finland and the National Audiovisual Institute will merge into a new agency, whose mission is to promote the arts and culture. The new agency will be called the Arts and Culture Agency Finland.

The government proposal for the new agency structure and related legislation will be submitted to Parliament in the spring session of 2025. The internal organisation of the new agency will be finalised during 2025, and the agency will begin operations on 1 January 2026.

The transition to the new agency will not result in any changes to Taike’s services.
